D In order to arrive at a settlement in cases where the difference between the 2 valuations is not considerable the Estate Duty Commissioner may agree to accept a mean figure.

7. I do not think that extracts from Schedule A of a num- ber of affidavits will be very helpful to The Chamber of Com- merce since the details given in such schedule are often very

meagre.

8. In conclusion I would recommend that the Chamber of Commerce be again assured that due allowance is made for the reduced term of the lease by Government when valuing property for all purposes such statement is borne out by the valua- tion records filed in my office for a period of, at any rate, the last 10 years.
